    forced resources

cholda wildbloom, branu wildbloom, and buying time that will force cards from top of the deck and to the resources row. is there any other card in WoW that does that?

also in the raid manual it says you cannot effect the raid masters deck or resources, so when i play one of the said cards does it get negated or do i get to have my extra resource?

    Light in one hand
    Dark in the other
and what we get is a fiasco of total negation.

I don't know, you could try searching the Official Card Reference found at www.ude.com/wow/rules.

also in the raid manual it says you cannot effect the raid masters deck or resources, so when i play one of the said cards does it get negated or do i get to have my extra resource?
The rule book does not say that.  It says, "Raiding players can’t destroy the Boss player’s resources or otherwise remove them from his or her resource row."  It also doesn't say anything about not being able to affect the raid deck.  I'm uncertain if they would be able to put the top card of the deck they draw from into their resource row though.
    Black Temple Rulebook:
The Boss player can’t place resources. Instead, there are two ways to put cards into the Boss player’s resource row. The Boss player can’t look at his or her face-down resources at any time.
It says that the boss player can't "place" resources, but putting a card in the resource row is different from placing a resource, so this would imply to me that they would put a card into their resource row.  On the other hand it also says there are two ways to put cards in the resource row and a player effect is not one of those two ways, so I'm not sure.

Irreguardless of what the boss player ends up doing, you would still put the top card of your deck down as a resource.

    Re: forced resources

The Raid Rules document has a few extra things about how raids work. Since many new cards are released changes to the rule of old raids such as Onyxia has to be done. Instead of making a new rule book for each raid box, this document is updated instead and applies to all raids. It was updated in time for Black Temple so it's up to date. In it we can find that...

R101.3b Opposing modifiers can’t add cards to or remove cards from a Boss player’s resource row.

Essentially, only the boss player can put cards into his resource row. The raiding players can't ever do it.

Just note that for cards such as Buying Time, you can still complete the quest since the raid boss is a valid target, and that player gets his resource as normal, but the raid boss doesn't get any.
