Queen of thorns

How does this work when I have a face up Queen of Thorns and a set solemn. My opponent attempts to summon lets say Stratos. Do they still pay 1000 if I chain Solemn to negate it?

If you dont pay the 1000 you cant summon it, if you dont summon it it cant be solemned.

You know what hides in the darkness however you dont know what there hiding from.
